Maximilian Negele

Research Affiliate

Maximilian Negele is a Research Affiliate at the Oxford Martin AI Governance Initiative and a Senior Research Analyst at RAND, where he leads European Frontier AI Policy at the Center on AI Security, and Technology.

His work focuses on the role of “middle powers” in AI governance, with particular emphasis on the EU and the UK. He concentrates on technical and policy interventions these governments can use to strengthen AI sovereignty while advancing global safety and security, and in this capacity he has advised senior policymakers across many governments.

Prior to RAND and Oxford, Max co-founded a non-profit advising philanthropic funders on AI policy, conducted research on the AI semiconductor industry, worked as a strategy consultant at the Boston Consulting Group, and researched the intersection of game theory and AI governance at the Centre for the Governance of AI.

Max holds an MPhil in Economics from the University of Oxford and an interdisciplinary bachelor’s degree from University College Roosevelt (Utrecht University)
