At Access Partnership, Matthew leads advisory work translating AI governance research into policy practice, supporting governments, multilateral institutions, and technology firms. He previously worked at McKinsey & Company, where he advised on technology policy and generative AI, and was a postdoctoral researcher at the University of Oxford, managing national digital economy projects and conducting research on measuring digital inclusion. He began his career with the World Bank on national infrastructure development and industrial and labour policy in Africa and Asia.
Matthew holds a PhD in Economic Geography (Applied Economics) from the London School of Economics, an MRes in Economics & Public Policy from the Paris School of Economics, an MSc in Urban Planning & Development Economics from TU Darmstadt, and an undergraduate degree in Economics, Philosophy and Politics from the University of Cape Town.
