Much of his work examines the specific mechanisms through which this unfolds, from censorship and mass surveillance to the large-scale manipulation of information, with a view to protecting individual rights and democratic institutions.
Previously, Keir was a Strategy Associate at Protect.ngo, an international nonprofit based in Geneva dedicated to strengthening the digital resilience of civil society. There, he specialised in strategic foresight and emerging technologies, working primarily on AI and its impact on the cyberthreat landscape. Before joining Protect.ngo he was a Research Associate at the Cambridge Existential Risks Initiative, where he studied the threat of stable totalitarianism and produced policy analysis of the EU AI Act.
Keir holds an MPhil in Political Thought and Intellectual History from the University of Cambridge, where his research considered philosophical responses to the emergence of existential risk. He also holds a bachelor’s degree in History from the London School of Economics and Political Science.
