Harriet Moynihan

Harriet Moynihan is an Associate Fellow in the International Law Programme at Chatham House, of which she was formerly Acting Director. Her research focuses on the application of international law and international human rights law to new technology, including AI, social media and cyber operations.

Harriet has spoken and published widely at Chatham House and beyond on these issues, including giving oral evidence on technology governance to the UK parliament’s Foreign Affairs Committee. Harriet’s research also includes China’s approach to the international legal order, and business and human rights. Harriet is also a consultant at the Centre for Political and Diplomatic Studies, where she provides seminars on treaty law to government trade negotiators.

Prior to joining Chatham House in 2015, Harriet was a legal adviser at the UK’s Foreign and Commonwealth Office for eight years, where she advised on a wide range of international law issues and served as one of the UK’s Agents before the European Court of Human Rights. Before that, Harriet trained and practised as a competition lawyer at Clifford Chance LLP in the firm’s London and Singapore offices. Harriet has a Master’s degree in International Human Rights Law from the University of Oxford.‍
